09 y pipe to cat bolt

Attempting to install a new ark exhaust. But I am having some problems. The bolts are soaking in pb blaster now because
They are rusted. The biggest issue I see is that institutions say the y pipe to cat bolts should be 14mm but that is way to large it just spins. It doesn't seem like its been rounded. Any ideas?

ARe you trying to say that they are stuck and cant get them off or that the 14mm is too large for it? If its stuck use a breaker bar. If 14mm is too big just use a smaller one. Can you be more clear about the question?

Sorry was not clear. I think the biggest issue is they seem to be smaller than 14mm which I the standard I have seen.

Bolts are so bad a breaker bar just sheered one of the bolts and the nut stayed connected. Probably going to get a professional to insall tomorrow
