also someone mentioned the rhfc are quiet, it will make the exhaust louder regardless right?

Correct. When someone says they're "quiet", they're comparing them to regular HFCs. Resonated HFCs free up back pressure and are much less restrictive then stock cats. By doing this you free up torque and power throughout the entire RPM band while still keeping the exhaust sound a bit louder, but MUCH deeper and smoother.
