Strange Noise

My car is a 2011 xS coupe with almost 70K miles. I start hearing this strange noise, kind of like a whirring, spinning, scratchy noise, whenever I drive around 20-25 mph and let off the gas pedal. It's coming from the front end/engine bay area. If I go faster, I can't detect the noise. I have Eibach springs on stock shocks. I don't think it's suspension related, though. Does anyone have any idea what may be wrong with my car? Thanks for any feedback.

Any chance it could be your brake warning tabs scratching your rotors? Could also be a steering pump bearing, etc. One of those things hard to diagnose over the web.

I'm suspecting it's the worn out brake pads, too. I'll replace them soon--sometime this week. Hopefully the strange noise will go away. Thanks, Brad.
