There a few sensor tools that may work. But they are expensive...why not just pay the stealership $100 or so to have them reprogrammed.
A. Because I refuse to pay for such an easy task when it may need to be done a few times over the years.
B. I have never paid for anything done to my cars since the day I could drive. I don't trust anyone to touch my car. I have fabbed multiple turbo kits, pulled my own motors, done dozen's of clutches, suspensions etc.

Bottom line is I don't trust them.
Im a DIY'er from way back, building motors at 16. Sometimes you gotta let others help out man. What about alignments? Mount and balance tires and wheels? Window tint (I used to do mine myself)?Could you program the TPMS with the correct tools? Of course. Is it economical to buy the tools required for the job when compared to the number of times it will be used? Of course not. OTC makes a TPMS programmer and OBD scanner for a lot cheaper than the CONSOLE-III the dealer uses.
I think the reason some people have to resynch when they swap is because they don't put the sensor back in the same wheel position that it came from. To work properly when you change wheels, the sensors have to go back in the same position on the car (FR, FL, RR, RL) that they were in before.
My dealer does this for free for me every time I chang from my summer to winter rims. (which I change my self) just drive to the dealer they squeeze me in and 10 mins later car is good.
