09 Sedan Possible Clock Spring Problem?

I have an 09 sedan automatic, the air bag light keeps flashing, my steering wheel controls and cruise don't work. I've tried to rest the airbag light but no luck. The vehicle was involved in a flood but I don't think anything got damaged and the interior is next to new clean and all other electronics work. Could my clockspring be bad? Any way to test it?
