Ipl front bumper no intstructions and an extra part. Help!!

So i just got it in the mail and ive got some questions that i cant seem to find an answer to.
first off, i seem to have gotten an extra part that isnt mentioned or showed in any of the ipl threads. Its basically a black rectangular plastic tray with two holes and a part that looks like it attaches itself to a part on the car, sort of like a really wide license plate holder.(will post pics tomorrow as im busy tonight)

My second question is, i see it was mentioned in a thread that youve got to drill holes into the side of the wheel well to secure the bumper in place. Is this required or optional? I also cant find the instructions online so i dont know how to go about this

the holes im referring to are in the fiest pic you posted. You can see theres thosr clips that are pushing against the black pastic that sits under the bumper if that makes sense... Is yours an actual ipl or did you ad the ipl kit later on?

that clears up a lot. On non ipls its just a flat surface without those clips or holes. No splash shield either (assuming thats what the black plastic is) thats what i was wondering if i really need that
