What a cluster. I would expect UPS to show the delivery address as that of their hub (or where ever it was picked up). But am not 100% sure that is the case. I know with USPS they ask to see a government issued ID and compare information (at the least names must match). I'd expect UPS to do the same, but can't say from experience - nearest ups hub is 20 miles from here.
I'd still contact your account rep to see how they can assist with this. This should get you quicker results than going through the regular ups channels.
As for paypal, they must know who the funds were sent to. You could file item not received on the first transaction, and/or dispute the charge itself. No clue who the backing bank is with paypal. I don't trust them enough to use their credit card. Hell, I zero out my account daily with them.
Transaction issues are simplified by keeping the seller fully responsible for the shipping aspect. It's entirely up to the seller to decide if they want to insure the item for full value or not. I recently sold some data terminals on ebay to a buyer not more than 15 miles away. I could of just drove them over. I decided to ship them fedex gnd w/signature instead. This satisfies paypal's online tracking requirement. The signature wasn't a requirement, but was included anyways when the declared value is over $500.
Finally, for higher value items, I take a picture of several angles of the box/shipping label just in case.

That's BS, I have ordered 100's of things through USPS, UPS, FedEx, DHL and never once ever, been asked for ID, just my signature, which as you can tell, could be a stick figure, they don't care at all...
It has been a week since I contacted you and offered to do a conference call with PayPal to have things sorted out but you ignored me until I made this thread.
Once I have given the package to UPS, there's nothing I can do but try and help figure out what has happened. I was unable to put a hold on the package because you provided me with the shipping label so that makes you the shipper and receiver of the package.

Yea we talking bout when u get the package from the ups or USPS location
I GOT THE CATS!!!! They were delivered to the business next door to mine. The person who had signed for it was off on vacation and brought them over to me this morning. I called PayPal over the weekend and said they would refund my money on the first transaction within 7-10 business days. Everything is squared away....finally
I know this is old but I work for UPS and they will deliver stuff that says signature required and sign for the package themselves and leave it if they feel the area is safe, or they just don't care, so they won't have to redeliver. And of course a porch pirate will take it and sometimes the person lies and say they didn't get it so they can get another one for free. FedEx does the same thing. And sometimes drivers will say stuff was delivered and steal the packages if they know what's inside. Know a driver that got fired for stealing video games. I've had stuff say it was delivered but not show up for a couple days. And of course they will have neighbors sign and the neighbor might "forget" to tell you until you ask them.
