If both of these are complete, proceed to save the money for TT.
If you need new tires on all 4 stock wheels, expect to pay $600-1000.
Or just buy new QUALITY wheel and/or coilovers.
I'm in the military so no house, got a 0% apr on my car and I'm waiting on vossen cv5's to come out before I get new wheels.

I know the responsible thing to do is to pay off debt or save it, but where's the fun in that?
I'm paying off some debt though.

I'd go with:
tires
coilovers & rear camber kit
motordyne m370 plenum and uprev tune (it'll also lower the cost of tuning for the TT setup since you'll already have the license)
should put you around 4000
