Arrow Mystery Scuffs

So I was walking around my G the other day when I spotted over half a dozen scuffs on my front left fender.

I thought they were wax deposits so I rubbed them and they wouldn't come off. They are pretty smooth when you run your fingers over them but definitely aren't any sort of residue and are definitely scuffs but aren't deep at all.

Take a look at these photos...

How can I take care of them?
Would reapplying a few layers of clear coat help?

Nope! That's the whole thing. If anything they feel a bit "rougher" than regular paint but nothing that a nail can sink into...

ya try lightly rubbing it with a clay bay, if not use a slightly abrasive polish
