Uh yeah it is. Only in California is it not legal. Everywhere else it's fine.

He's just saying that it is not CARB exempt in California, which is a problem in case you get pulled over and get a nice fat ticket for having what amounts to basically an illegal aftermarket modification. This in turn opens up a whole new can of worms such as state ref inspection, etc.

Here's my 2 cents:
As someone posted above you might get 5-7 whp less with a short ram as opposed to a CAI and it will save you money. However, you have to realize that NA gains on the G37 are hard to come by and you will not be able to make up that 5-7 whp anywhere else. In my opinion the short ram isnt worth doing bc of this.
You do not have to worry about hydrolocking your car with the Stillen intake, as it sits basically in front of the radio support and far away from water. The injen is a different story, as its filters are basically in the wheel well, which can conceivably pick up alot of water.
And I wouldn't worry about cutting holes in things, as it won't cause any serious damage and you cannot see it cosmetically.

5-7 horsepower will make basically no difference at all. Get the one YOU like, at the price YOU want to pay. If you dont feel comfortable cutting away housing dont get it! IMO i love my r2c's and wouldnt go through the hassle of the stillens for the 5 extra horse power. R2C's are also 2-300 dollars cheaper and i think they look amazing (mine are black chrome)
Heres a picture of my black chrome R2C's and a red BB grounding kit. I have blue dress up bolts im adding tomorrow, and a strut bar which should come next month sometime. Then im gonna add some red rad hoses, a blue oil and rad cap and it will look awesome!
Anyways R2C looks great, and it sounds great. Sometimes at 2k revs i can hear it a bit. It really kicks in around 4-5k. Sounds amazing! i cant hear my (stock) exhaust over it when its around 4-5k, before exhaust was all i could hear. I could for sure recommend it
The reason i dont have injen or stillen (specifically injen) is because of the climate i live in. It gets pretty snowy here, and of course salty and sandy. With the injen being in the wheel well i feel as if i would be replacing those filters pretty often. Also i didnt wanna go through the trouble of cutting away housing and dropping the bumper ect
