Really wasn't sure where to put this but the above is a video of the premise behind powder coating for anyone interested in doing it themselves. Hopefully give someone the inspiration to powder coat their wheels.

Cool! I came across it and thought they made it look super easy. My hopes is someone could implement the process so wheels could be done as a DIY project. If I come across relevant links related to wheels I'll edit the original post.
