what I have always done is wipe down the windshield first before I wash the car, then apply the rain-x and wash the car normally afterwards. For me this has always giving me a smear free shine. When I don't do this it feels like I cleaning forever to get the stuff to become clear.
Streaking is not a problem if you apply it correctly. Use microfiber towels to apply to clean glass. Cover the glass, let it dry for 15 minutes, then apply another coat right on top. Let that dry 15 minutes, then buff with a clean microfiber. You have to really buff it off completely.
Honestly, just clean the windows with a GOOD glass cleaner like invisible glass (windex attracts dust). Apply. Wait. You'll know if you applied it right if after about 10 mins, the glass is hazy. Then just wipe with another clean cloth so its absolutely clear. Reapply if you want.
I've only done one application 2 years ago and the water still beads and flies off at 35km/h. Best stuff ever. On highways, don't even use wiper blades (unless its a heavy rainstorm).
