What is a fair price to repaint rear bumper

Have a rear bumper with a 5 inch scratches, you can feel it ia down to the primer.
Originally hes was going to take care of thwm bumper for me, hes is doing some other work insurance related.
Now i just get a call from shop asking $700 to repaint bumper, is that not excesive.?
Keep in, mind there is no damages to bumper, just the scratches.
Should i not be getting a better price, hes is doing alot of paintwork.

If he's already doing insurance work for you on this car tell him to get f*cked.

$700 would be the high side of repairing/repainting the bumper alone with no other work, but the car is already in shop for other work. Not to mention he was supposedly going to do this for free before.

Had he said we can fix this for an extra $200 I could understand.

Now if you have a chitty cut rate insurance company like Allstate, Progressive, Geico, e-insurance, etc that low ***** the body shops on estimates and labor/paint rates and times, I can see why he needs to make some extra money of you.
