Before i put on my winters, i had cleaned my car and rims thoroughly and applied some product for shining the tires. The next day it rained and the tire shine got all over the rims and has left spots all over them. i cleaned them recently before i put them back on by spraying some cleaner and using left over car wash soap and then pressure washed them with the ocsilating adapter. The spots are still there.... What product would you recommend for removing these spots and cleaning the rims safely?

 

It's hard to say w/o looking at them. You have to be careful what you put on these rims because they can stain easy.

Try some MgGuire paint cleaner. If that doesn't work then it is probably stained pretty deep. You may also try some Menzernas Intensive polish.
Stay away from harsh chemical cleaners. My policy is to put nothing on my rims that I wouldn't put on my paint on the car.
