By the looks of it probably not. It's down to the primer or even the sheetmetal. The best bet would be to get a professional repaint. You can try your look with touch up paint. Pile it on thick for the damaged areas, then wetsand it smooth with the rest. (Did this for a 4 runner. It worked but it's risky, and the damage wasn't near as bad as this)

Now that I look at it some more you might be able to get some stuff out... emphasis on might. Some better pictures in day light would be a lot more helpful. The flash is kinda throwing it off a bit.

It really doesn't look like you'll get it out by buffing it. Perhaps touch up paint + wetsand + buff might get you somewhere, though.

What happened? From the couple pics I saw it looks like you rubbed up against something. Just would like to know.

Probably not man. And here I am pissed off all day because of a little scratch on the trunk of my car. You seem to be very calm about it. Shame on me.

looks like it's either paint transfer or scratched to hell... can't really tell from the picture

if it's just paint transfer try washing / claying

You wont be able to detail it out but since it is on the ridge of the wheel well, you should be able to get away with getting a body shot to spot treat it without having to repaint the entire quarter panel..
