Question about TPMS sensor Programming

Hi folks,
Question is can a TPMS sensor be programmed new out of the box and not in the tire to be?

From my research it seems a new set of TPMS sensors (I bought aftermarket) that are sold as "pre-programmed for your make and model car" often aren't and it's been said many times on this forum to bring the car to the dealer to check or have them programmed. This sounds like the best advice before putting them in but that's ALL I want them to do. Not install them. I plan on doing that myself. I called today to make an appointment for that and they gave me a hard time about it. They made me an appointment for Saturday to bring my car in but all the threads I've read don't say if they can be programmed or tested out of the box.

They would have to programmed out of the box I would think and I read they are off until activated but that's the extent of my knowledge on the subject.

Please note that we're not talking about resetting the TPMS here. That's a completely different thing.

Thanks!
