Help E Brake handle Vs Shoes

E Brake handle Vs Shoes

Ok so im dealing with a semi non functional ebrake. When I did the akebono I should have addressed it then but that went on way longer than anticipated and wanted to be done. Now im ready to address it.

Im just not sure what to adjust.
Do i adjust the shoes at the rear hub or the hand brake itself? 6mt.
Or both?
The hand brake if pulled up high enough will barely stop the car from rolling so does this mean the cable stretched and needs adjustment?
If so should I also still adjust the shoes?

While I have the 7AT, on my manual cars, the procedure on brake change was to adjust at the wheel. Then, adjust your hand brake to get full engage per the manual or where you like it.
