That's normal. Especially in the more humid months of the year. Drive it in the rain, car wash, anything that gets those iron rotors wet and they will rust almost quick enough to watch it happen.
If you are talking about the rust, that is completely normal. The rotors are just steel so where ever the pads don't touch there will be some rust. Especially if you live in an area with lots or rain and/or snow.
Like everyone said, it is normal. Changing pads and/or rotors most likely will not stop this from happening. If you feel like spending the money, give it a try, let us know what happens.
The rust on the inner part of your disk is normal. The grooves on the braking surface of the disk are not. Either your pads are worn or you have accumulated grit under the pads that is grooving the disk. A good cleaning is in order first. Check your pads for wear.
Another option is to buy a new set of rotors with the hats already painted when/if you need to replace the brakes. R1 Concept, Stoptech, DBA rotors to name a few that are popular.
