Help SPC Camber Shims Necessary ?

SPC Camber Shims Necessary ?
I already have the front SPC Camber Kit, which have the arms. But do I need the shims? I am lowering to about a pinky gap on 19x9 et.25" (245/35). My offset isn't aggressive enough and I'm trying to hit around -.8 degree to be flush. So do I need shims?
