Some flap in front of rear wheels on rockers? Sedan

There's some strange rubber piece hanging from my car. Been there since I bought it. It's on both sides, and looks like its supposed to slot into the rocker somehow. I'm very puzzled because it doesn't want to stay in there. Will post later with a picture. In the mean time, anyone know what I'm talking about?

I only really took notice as there was a MASSIVE amount of ice buildup on them, causing them to swing and hit the bottom of the car making some noises. Was never concerned about them, but now I'm curious...

I think I know what you are talking about, one of mine was hanging also and it was due to the rubber hole that gets screwed into the rocker was just stretched out and it would constantly fall. I just placed a larger washer and it has been staying in place.

Ill second Amir. I tacked mine back on with a big ole fender washer n bolt. It looks like a piece from my mud guards.
