I think they're called spats...the one in the picture looks like it comes fro man aftermarket body kit (not part of the diffuser)...you'd have to contact the bodykit manufacturer to see if you could get that piece

they sell these prepainted on ebay for a great price. ordered graphite shadow, perfect fit, easy install. I got the ones for the front wheel wells too, and also recently just got the JP vizage skirt extensions which sit in front of the rear wheel well.
