What can cause this to happen because my one of my headlights are scratched? Any input don't want to replace it especially because they have been painted like 2 months ago?
Depending how deep they are, you can wet sand and polish the lens. I heard after you bake the light, the plastic would get so soft that even a towel can cause scratches. Did you get them when you paint or...?

to me it looks like someone ran the buffing pad over it and it caused the scratches. obvisously its not going to be on the other one because the moron that buffed it saw the condition of the headlamp and didnt run the buffing pad over the other headlamp when he went to buff the other side. take it back to the body shop and complain asap

yeah wet sand would be the best route for diy. he needs to use something thats over 1000 grit. use a good polish afterwards and throw on a coat of wax on the headlamp lense to finish.

There's no reason to buy a replacement headlight just because of those minor scratches.
What are you going to do when your new headlight gets the same minor surface scratches from a car wash? Buy a new one again?
All you need to do is refinish the headlights.

Body shops can usually reclear headlights if you want a new clear coat.
If you trust yourself with wet/dry sandpaper you can refinish them yourself and apply 3m protective film. That will add a nice clear coat for many years vs the revival kits that go back to scuffs in under 3 months.
