Noise from A/C Fan Under Front Passenger Seat

A few weeks ago I started hearing an oscillating noise. It was faint but definitely there. It has steadily gotten louder and I think it is the fan under the front passenger seat that is for blowing air to the rear seats. It would go away the faster I turned up the fan setting but is there full time now at lower fan settings. The reason why I am fairly certain that it is this fan that is making the noise is because it completely stops when I turn off the A/C. No combination of settings makes it go away either. Well, I haven't tested to see if it goes away with cold air pushing through it.

Anyhow, has anyone else ever experienced this issue before? I am probably going to disconnect the blower motor so that it stops the noise but I definitely want to get it replaced. Has anyone done this before? Aside from the dealer doing it? Was it expensive? Hard to do? For those who have had it replaced, either themselves or by the dealer, did that fix the issue? And have you had it long enough to know if it is going to be noise free for a long time?
