Help IPL Splitter

IPL Splitter
So I did a bit of searching and could only find pictures of it. Im looking to do a splitter for the IPL/Aero bumper but I can't seem to find how its done. I read it had to be modded to fit, but my question is what exactly had to be modded and what was done to it? if anyone could help I'd appreciate it a lot.
