I bought a new HID bulb, took it to a mechanic to install and it still does it. Another mechanic told me its the ballast module and will cost me $500 to get replaced. What do you think? I haven't heard of this...

Had this problem on my G35 after I installed the projector headlights. I basically had a loose connection where the headlight connects to the wire harness. It is possibly your ballast, but I seriously doubt it.
Check the connection and also inside the headlight where the bulb is. Make sure everything is snug and not loose.

If the dealer does not cover it go to ddmtuning and get a new ballast. 500 is ridiculous

Hopefully having your mechanic "fix" it didn't void any warranties...
