I purchased my bumper from another user on the forums a while back. You could probably go to this site Infiniti Parts USA - Your #1 Source for Factory Infiniti Parts & Accessories and purchase the bumper cover and vents for cheaper than what I bought mine for. Then you'll have to get it painted, which depends on the bodyshops in your area.

There are quite a few sites like that, which sell oem parts. I'm not sure if thats the best or cheapest one.

Not exactly sure how molding process works. Is fiberglass putty used to mold them together? If so if you scrape the lip, will it unmold from the bumper or is it molded on pretty sturdy?

Well there a couple ways to do it. FG can be used but you are correct, one hit and itll crack right off since its molding FG to poly.

My lip is full CF and my shop used poly mold to mold it together. Prob a little better than FG but if i hit it good itll still prob crack apart.

Best way is get a poly lip and have it poly molded. Poly to poly is the best bond.
