Probably the former. That's why mods like the ironman is so popular.

But you bring up a good point: why the hell are the factory fogs in the headlight cluster? It's way too high off the ground.

I agree that the OEM’s are too high to be that effective as fog lights. I guess, as with most new designs, it’s a cleaner look and a bit cheaper to manufacture by putting everything in one housing.

But my problem with fog lights is sometimes they’re aimed too high and can blind other drivers, especially when some guy is coming up from behind. Thank goodness our G's have the auto dimming feature. But I’ve read posts on this subject where the drivers say they keep them on all the time. I really don’t understand why, unless it’s another one of those, “Hey look at me, I’m cool.”

In some states, like Oregon for example, it is against the law to have them on unless there is real fog. I think they’re on to something.

Our "fog lights" are actually more correctly called driving lights. If you are so concerned with blinding other drivers, why not adjust them down more on the road directly in front of you instead of up in the eyes of oncoming drivers? If you are blinding people with your fogs, you don't have them adjusted correctly. Same applies for headlights.
