Bi-xenon headlights are a type of HID system, but not the other way around. Xenon headlights use a separate bulb for the high beam (typically halogen), but bi-xenon shares the same xenon bulb.
Exactly chase, the bi-xenon is an electro-mechanical flap that changes the beam pattern for high (allows more light). I design these (usually I do tail lamp design though).

I stand corrected. I basically just meant that our bi-xenon headlights WERE HID. Should have thought my way through my post. My bad.
