Has anyone who has taken thier headlight apart had any problem with the headlight being dimmer than the other side?

I had taken my healights out and baked them and messed one up and had to pay to have it replaced since the dealer could tell it had been tampered with, and now the new headlamp seems way brighter than the side i didnt mess up the first time.

Any ideas? Ballast or Bulb?
