You should be able to install the rear splash guards w/o taking off the wheels.. but not the front.
I'd take the wheels off just to make sure. Plus, it makes the installation a lot easier because you'll have space to work with.

Drill through metal?! Sucks to hear that. I'm placing my order fo a set through my dealer and was gonna install it myself. Oh well.

yes through metal. I have a sport so mine was already pre drilled, just had to replace a damaged mud guard
