My area experienced some heavy rain and I believe water got into my housing. Ballast may be bad since the light no longer works on the passenger side (replaced headlight and checked all fuses. No fuses were blown)

I might have to bite the bullet and replace the passenger side. Anyone know of any websites I can go to for OEM parts (for a good deal)

I would def recommend buying used so save some coin, so either a part out or ebay.. Just be sure you get the same style as your driver side. There are different colors, different shrouds and some with or without the AFS feature.
