Been working on this for a little while now, wanted to post it to see what everyone thinks.

At :16 the brakes are depressed and turn signal on

Details?? Is there anyway to only get the outer ring to flash?

This kit is installed in the trunk and doesn't involve removing the tail lamp assemblies. I could make the outer ring flash but it would involve taking apart the taillight and re wiring it from the inside

Where did you get the kit from? Can you provide details on how it was installed?
Looks great BTW. This should have come from the factory.
