pretty sure that's just the way the picture is taken, the holes on mine don't look deep either. Mine feels a bit dry also, but that's how new leather is. After a while the oils from your skin and stuff will make it softer.
Also you should wipe it with some cleaner / conditioner like lexol.

Here is mine after steaming the crap out of it. Fits perfectly, nice and tight even at the sides.
Since somebody asked.. here is the process i did.
1. Take off wheel
2. Put the cover over the wheel, line it up.
3. Start stitching the top section of the wheel first, start from a corner. I did ever hole, you could also do every other hole if you wanted to.
4. After the top is done, start one of the bottom 2 sections from a corner.
5. After 2/3 sections are done make sure everything is still lined up, you will probably have to adjust some more
6. After that's all done, either get your steam machine OR if you don't have that dunk it in VERY hot water for a while, after let it dry in the sun or use a heatgun (on medium) or hairdryer to shrink it.
Should be really tight, and you may still need to add 2 sided tape on the side grips and lower spoke.

So this is not a small spot treatment?

Apparently you can heat up wet rags and lay/tie them around the area to saturate with water and heat with a hair dryer or heat gun. Repeat until desired shrink. Apparently the Indians used to do this. I'm sure they didn't have a hair dryer.
