Left Turn Signal Intermittently Blinking Faster Than Normal

I had minor damage to the front of my car and ended up needing to replace my headlights. Before replacing both headlights, which were physically broken but still functional, I noticed that the left turn signal would intermittently flash two times faster then normal. However, it would flash normally when using the hazard button. All bulbs were halogen.

Unfortunately, after installing the new headlights (original ballasts) the issue still remains. Anyone have any ideas what the issue might be since it's isolated to the left turn signal (not hazard) , it's intermittent (75% of the time), and all other bulbs are working normally?

I'd try changing the bulb just to rule out something cheap and simple. Unless the new housings came with new bulbs?

Yes, they came with new bulbs. I also swapped tail light bulbs.
