Yes you can and there is two different ways to do it.
Correct Way (expensive)Very limited body shops will actually do it. It is a process called plastic welding. In general terms, they used a special solder iron that melts both the bumper and lip to fuse them together. It takes talent, because one slip up and both are ruined. With paint, you can expect to pay 750-1000.
Wrong Way (cheap)The cheap way would be to just use an adhesive the lip to the bumper then use bondo to mold the two together. But the poly lip and poly bumper are both made to flex, the bondo will not. It will be very prone to cracking if you ever scrape. With paint you can expect to pay 400-600
