Wheel well lining?

what is the fiber like lining that is on the rear wheel wells? I rode through some unmarked just laid tar the other day and have quite a mess on the undercarriage area.
It appears that the front well area is plastic, which I'm sure I could use a citrus type degreaser on however I'm not sure about the rear.
thanks to all in advance for any detail you can provide

Those are rear fender liners. I think they went with a fabric type to reduce road noise but they trap alot of rocks and dirt. I doubt youll be able to clean well but they should be replaceable
