Not necessarily. The custom ones, if done through a reputable company (OnEightyNYC, Evil Headlights, JP Customs), are a lot of the times upgraded with better projectors/lenses, quality LEDS, upgraded HID bulbs, etc. Plus they all back their products/work with a warranty.
If you're comparing the OEMassive lights that everyone is going crazy over for (which I don't get) then yeah I would say OEM. I have had bad experiences with companies like OEMassive that make "cool" modern looking lights with sub-par parts such as the projector and LED rings.
