Do you have a medical waiver for front windshield tint?

What was your previous vehicle and how did it perform with tinted front windshield?

Sure, after the fact. Maybe you should look at the times and see that was only a few mins before I posted and I didn't see yours. I was responding to someone who responded to me and didn't look back up to see you mention melanoma. You wouldn't have received "ignorant" responses from people who are trying to help you if you mentioned you had a legit reason for it in the beginning.

Only proper solution.

Osram Nightbreakers are $125 from the retrofit source. I have similar tint on my windshield and night driving isn't a problem.

OP, with your skin condition and the fact that your vision on some roads at night is impaired I would definitely say Gus_Mahn and Epiphany are correct.
"There are legal 99% UV tints that are almost clear. The light transmissivity will remain above the legal limit, you'll have no issues with vision, and you will be protected from UV light."

Driving with impaired vision for any reason is improper and dangerous. With that option you won't need to spend on upgraded lighting and possibly wiring and it will be less that $500 to complete. You can still put a dark strip at the top of the windshield if that will help, but will get the UV Protection you need without endangering yourself or (possibly) others.

What brand is the tint on your windshield? I know good quality tint like 50% 3M color stable should still give you clear visibility at all times of the day as if there was no tint. Any other brand with 50 or lower on the windshield makes it difficult to see.

For lights, diode dynamics has an HID foglight conversion which is much brighter than stock fogs for about 150$ total. For your headlamps you can purchase 6k or 8500k morimoto xb bulbs and swap those with your stock ones on amazon for like 25$ each which are really nice and bright. I have the 8500k and I can see so much better than the stock amber lights. You can also purchase parking/city lights from diode dynamics to match your headlamps as well.

Your stock bulbs must have been on their way out. 8500k doesn't produce nearly as good a visibility as a bulb with a proper color temp.

^^Lol. Too bad I missed the original post. I agree, high color temp reduces light output. Stock IIRC is 4300K.

I suppose if one is driving in the city then usable headlight illumination makes little difference. It makes all the difference out in the middle of nowhere on a pitch black county road. Want as much light as possible to avoid hitting any wildlife.
