Is an 09 w/ 30k that was totaled and rebuilt a good deal?
They want 9.5k and it has. Been sitting around for a while basically since ‘12. Also should I not buy the car because I’m worried about cost to repair? Is that a big enough concern?

There's probably a reason it's been sitting for almost 6 years. That's just asking for problems.
