Clicking ballast and light

When I turn on my head lights one clicks (ballast?) and flickers but doesn't turn on. Is that a ballast problem? I removed it from the assembly and I got it to turn on but it just won't any more installed in the HL assy. Searched for clicking and ballast not direct similar problem. Please advise! Thanks in advance. Philip

Yeah specifically the leads for the ring around the bulb. When I saw the arcing on the new bulb and the same on the old AND read somewhere that not enough current was getting to the bulb I thought to look here. One of the two leads I almost dremmeled off! I also cleaned the bulb of the arcing.

The housing for projector lights are set to accept bulbs that have tabs that align for projector lights. You can dremel it but it might not seat all the way or stay tight
