look for some extra wires running from the battery terminal. then follow it.

No extra wires hooked to the battery. Either this is how it's wired from the factory or he tapped into the parking lights relay

Next place I'd look is behind/along the fog light wiring and in the ipmd box by the battery for extra wiring that doesn't look OEM

Ipmd box? I'll have to wait for a not so cold day to get under it, or I'll just wait till spring to dig into it, cuz they are definitely supposed to turn off. There's a dash indicator light for them

Found a black wire running up from under the headlight along the fender to right behind the battery. Could be the culprit. Gonna check it out tomorrow when I install my grounding kit

Bingo. The black wire ran to that box and a blue and white wire were cut and hooked to the blue wire, which was spliced into the headlight wire. Hooked the blue and white back up and the fogs now operate properly. Thank you
